Windows ShutDown

Hey
hangs on Shutdown...Just install windows98 SE from scratch and computer won't shutdown. I have to do it manually. It was giving me the same problem before so I thought formating HD and installing OS from scratch might help but giving me same ShutDown problem. I have already gone through MS Knowledge Database. Didn't help either. Help please.

Did the computer automatically shutdown at one time? Your computer may not be able to power down in this way. Check you CMOS power settings. It may not be a win 98 problem.
