the reason i posted this here is because the cdrom works fine in another machine. basically any disk i put in the cdrom will not open. however, i can still move the mouse around but i am unable to open anything. ctrl-alt-delete does not even work. i took the cdrom to another machine and it worked without a hitch. os is win98 se.

Don't know if it will work, but maybe it's worth a try.
Boot into Safe Mode, remove ALL CD ROM drives from Device Manager, reboot and let Windows reinstall the drive.
I think it's probably an IRQ or DMA conflict, if you remove and reinstall it maybe Windows will find usable resources, and if other CD ROM drives are listed in Safe Mode, it could be "ghost" drivers causing the problem.
