Cannot Shutdown or Restart

I have been having a major problem shutting down or restarting my Windows 98 SE system. The problem started with a virus that was located and removed for the system. I have had viruss that ripped up my dll files so at first I attributed the problem to that. I re-installed Win 98 SE. No affect. The problem is....I click on the Shut-down or Restart button. The system looks as if it about to shut down(I get the hourglass cursor) then...nothing...right back to the desktop. I am at a loss here. I am getting tired of having to switch off power to my system after every use, only to turn it on the next day and have to go through scandisk ( not exactly the best thing for the computer either. Any suggestions? Thanks.

Use Ctrl+Alt+Del and close down the background applications from the dialog box. the only applications you want to leave running are Explorer and Systray. Once you get everything shut down, then try shutting down. If it shuts down, then you can narrow it down to a program running in the background. Also, try msconfig. He, you can start and stop various applications to see if a program is causing the problem. Start/Run/msconfig to get it going. Hope this helps.

Thanks for the advise so far. I will try these suggestions.
I checked the bootlog and keep getting
"Terminate=Query Drivers" when trying to shut down. Every site is telling me that this means: "Problem with a some memory management software. To verify this, test to see whether you can shut down normally in Safe mode"

What does this mean. What fix are they offering? It is really confusing to me. Any suggestions?
