The quick answer is no -- at least not on this forum. Your 98 upgrade could be installed if you have 95. Not sure what the "select dictionary" is all about. Is this an English-language version of Windows?

To install the upgrade for 98 you need to tell the install program where to find your win95 files. (select dictonary)

In the case of your ME disk.
If it asks the same thing.
Just put the win98 in the cd-rom drive
When it asks for the (select dictonary) just type in the cd drive letter

I know this works for win98 and 98 se. Not sure about WinME

Or Save your self all the hassle and spend the $80 for the OEM version of Win98se.
Note it sells for $10 less than the win98se Upgrade http://www.PCGuide.com/ubb/smile.gif
