Win ME Start Program Menu Display

I'm using Windows ME at the moment, but I do not like the way it only shows the more- recently-used shortcuts whenever I click Start->Programs. This is very reminiscent of the menu-display method in Office 2000, which I disabled using Tools->Customize->Option tab. Unfortunately, there is no such procedure in Win ME. Can anyone tell me how I can see all my shortcuts at once in the Program menu.

Go here: start | settings | task Bar /start menu and uncheck "use personalized...."
