Win 2k Security

I have a question regarding security and downloads. The other day, I tried to access a .pdf file and download it so I could read it off-line. Win 2k wouldn't let me and kept telling me I was not allowed. I am logged in as the administrator, but I'm wondering if there is a switch I'm not aware of that I have to change in order for the system to allow me to download that. Any suggestions would be appreciated.

Using Adobe Acrobat Reader's "floppy disk" download icon works fine for me on Win2k.
