After a new install for win98 I get this annoying start up message. The boot proceess stops at this point. The message says: Unable to load dynamic library file "msnp.dll" cannot find specified file. Then it says that the microsoft network program needs this file to work. I found the file on my other computer and placed it in the same folder [windows\system]. This did not solve the problem, also I use microsoft network for my internet conection and the program works fine. I tried finding the popup message in the registy under run and run services but it was not there. So how do I get rid of this annoying popup?

There may be a reference to the dll in the config.sys or system.ini files. You can run sysedit and put a rem in front of the line that contains it, and see if that corrects the problem.
