I have this program called End It All and in the list that is there I have Mrtmngr rate sensing manager...When I put my cursor over it it says C:\Windows\System\mrtmngr.exe. It is in my start up menu. Does it have to be there and what the heck is it and what is it for? Thanks again.

"End it All" does just that, ends all running prgrams *except those that you "protect" from shutting down*
It is very usefull whe you want/need to close everything out to do a defragg or scandisk in win9x.
"Mrtmngr rate sensing manager", is not needed unless you use an Earthlink, Mindspring internet connection, and then it is probably not needed.
you should be able to stop it from loading by running msconfig, *type this in a "run" box- from your start button menu.*
