For XP Home And PRO you'll most likely have to go here it takes 6 floppyies

You can also get an XP BOOT disk on its own. The set of six is for setup of XP

in winXP, when you want to format a floppy disk, you can now have the option to create an MS-DOS startup disk. It creates a WinMe (Version 4.90.3000) bootable disk - but you can't access NTFS partition: only FAT16 and FAT32 ones ...
