I have been watching this hoping for a good answer to show up as it is an interesting question. However, since no 'real geek' has offered, I will take a whack at it, in hopes of giving you a place to start. Windows must somehow figure out whether the machine it's running on is capable of ATX-type operation. Surely that information is provided by something in the CMOS? Is this the APM 'global standby' function?
Good luck with it!
