Hi mdnytanjl, welcome to The PC Guide Forums.
If you have installed the patches for this known problem then I suggest you have a look Here (http://support.microsoft.com/default.aspx?scid=kb;en-us;Q202633). This is a step by step procedure for tracking down the problem. If you are not sure about any of the procedures or try them without success post back and someone will try to assist.
Good luck! http://www.PCGuide.com/ubb/smile.gif

In the Bios' CMOS Setup, under the Power heading, is a seting to configure how your computer shuts down. Groups of computers are different so it's hard to say the exact steps, but pressing the Delete, F1 or F10 keys usually get you into Bios during a restart.

mdnytanjl,
Did you ever resolve you Win98 SE shutdown hangup problem? I appear to be in precisely the same situation. I'm only about 1/2 way through the official MS troubleshooting checklist. Someone mentioned a "Patch" - where is this patch and what date (I believe my Win98Se was circa Oct 1999)?
My PC also appears to shutdown properly from Safe Mode as well - just not from full-blown GUI. System restarts (i.e. after installing programs) function normally too.
It's only the "hard shutdowns", right before I want to cut power, that appear to have a problem.

Have you tried the disable fast shutdown
start>run...type msconfig then OK...click the advanced tab...then put a check in Disable fast shutdown OK...Apply...OK
Here's the 98SE Shutdown patch...If you apply the patch I believe it remove the disable fast shutdown option in Msconfig so you might want to try that first

This seems to be a sporatic problem with some computers. I've never had this dificulty, on any of the computers that I have loaded win98 on, until I built a system for my mother. All brand new components, AMD K6 ll 450Mhz with 256 megs of ram. System runs fine, no problems at all, except the ocassional operator error. But it has the same problem, it will shut down to the windows splash screen, just before it says it's safe to shut down your computer. I have searched the MS knowledge base, searched through the mother board vendors website. Run all the windows shut down patches. It will shut down in safemode, which according to the information that I have found, this indicates that a program is corrupted or not shutting down. They give you a very convoluted way to check this out. The first thing you should check is the shut down sound program, if it is corrupted, it will cause this shut down hanging. If this is not the culprit. Then the next step is to go to MS knowledge base, and put in windows 98 shut down problem. You will get about 7 pages worth of items to check out, I still haven't run through the whole list, and I still haven't found out what the problem is, so if anyone beats me to it, please post, this is enough to drive you crazy.
