Boot into Safe Mode and change it. Then go into Display Settings, click the Advanced tab, and put a check in the box that says "Show settings icon in the taskbar" and click Apply. Then you'll have a small monitor icon in the taskbar that you can use to change resolution any time without having to worry about the Apply button, no matter what the resolution is, as long as you can see your taskbar you can change it.
