(Apologies if I'm telling you stuff you know, but you _did_ ask how to reinstall Windows... http://www.PCGuide.com/ubb/smile.gif )
Well, first of all, do you have the Windows 98 CD that you should have gotten with your Aptiva? It has the operating system on it, which you will need in order to reinstall Windows. (You should make a bootable floppy disk first - consult "Help" in the start menu for instructions on how to make a boot disk.)
Once you've made the boot disk, back up any data or software you want to keep because you will need to format your hard drive. I'm assuming that you just got this computer, so you probably don't have much of anything on it that you need to keep around yet. (Don't worry about the audio/video driver upgrades, by the way; you can re-download and re-install them once you've reinstalled Windows.)
Put the boot disk in, restart the system and format your hard drive. As I said, be careful that you've backed up anything you want to keep first, because formatting will clean off your hard drive completely! When that's done, put in the Windows 98 CD. If your computer has a bootable CD-ROM drive, you can restart the machine at this point and the CD-ROM will boot and take you into the setup routine. Otherwise, boot from floppy, switch to your CD-ROM drive at the command prompt, and type "setup" to get going. Follow the directions given on the screen thereafter, and you should shortly have your base Windows 98 system restored.

I would start out with a Virus scan....
Symptoms seem to match this one. (http://www.quickheal.com/maldald.htm)

I have done a full system scan, but my Norton is 2000 does this matter?
why cant windows find Win exe. or AcroRd32 exe.? Are these extra programs I need to install?
win.exe is usually associated with a virus....I gave a link to one possible one in my first post, AcroRD32 is the Adobe Acrobat Reader, and yes it is an extra program...
But if you have Norton and it has ome up blank that doesn't necessarily mean you are not infectedm may malware apps try to disable your AV, so if you can get online you should probably run an online scan also...like http://housecall.antivirus.com/pc_housecall/
