winsoc problems on ME

throughout the course of my work day I have been encountering a problem with windows ME. I do service for a cable modem company. The problem is I can succesfully release and renew an IP but cannot get to web. I have found that if I remove all incidents of TCP/IP than go to registry and delete winsoc files than restart I can get to the web. I have seen this problem before on 98 but it happens most often on ME.
I am looking for any insights as to why this happens, is there another way around this problem, and am I doing any harm to computer by removing winsoc files. By the way the winsoc files appear to return after rebooting.

I would guess that the software your installing loads a version of the Winsock file that is incompatible with ME. The process of uninstalling/reinstalling TCP/IP would install the original Winsock file back into the system.
