any thoughts on why my icons would all be "blacked out"

I upgraded from riva tnt to a voodoo 3 with the latest drivers and now my icons are all blakced out

Did you uninstall the drivers for the Riva card?

Which drivers did you use for the Voodoo 3?

I've had that happen a few times myself and in the past they just slowly "unblackened" after about a week, sorry no explanation.

What OS are you running?

All versions of Windows keep the icons in a chache and if that cache gets corrupted it could result in blacked out icons, the wrong icon for a particular program, or the wrong color depth for the icons, some versions of Windows it is easier to clear this cache than in others.

In Win9x you need to find the ShellIcon file, it is a hidden file, (so in Windows you may need to change Explorer options and select show all files in the View -> Folder Options -> View, scroll down to find "Hidden files -> Show all files" to show it under Win) in the Windows directory and delete it. It should be deleted in DOS (true DOS not a Windows DOS box; boot to the command prompt <f8> or <ctrl> while booting and select the command propmt option, then type del_c:\windows\ShellI~1 with a space instead of the underscore) and Windows will rebuild it on the next boot.....
