I think I'm having a problem with my ram.

basically windows crashes with a memory error at location "blah:blah" or freezes.

I can solve the problem by removing one of my 32mb sims. one seams good the other causes the problem by it's self and when paired with the other.

after reading some similar posts I used system file checker with no luck.

I have used pc diagnostics 95 and testmem. multiple burn in tests produce no errors in ram or the other system components.

is it likely a ram problem or windows?

From what you posted I'd say the memory is bad, replace it. SIMM's must be used in pairs, and if your motherboard will support 168 pin DIMM or SDRAM I'd say use that, it's much cheaper.
