fatal exception error

A fatal exception 0E has occurred at 0028: (C02C0FBD in VXD IOS(04)+00002031. I get this when I start windows, and when I terminate I get a blank screen with only my arrow. I can only start in safe mode. I tried searching microsoft but could not find this exact error.

not sure what that is but all i could find is this

This board is over priced. But works OK except for the ultra ata66. System will not run when I load the drivers for ata 66. get this mesage when I reboot after loading drivers. A fatal exception 0E has occurred at 0028: C02C0FBD in VXD IOS (04)+ 0000 2031.The current application will be terminated.
