Microsoft Outlook error at startup

I am getting an error message everytime I load MS outlook. This is the version with Office profesional XP.

the message:
'C:\WINDOWS\Application Data\MicrosoftAddIns\C:Program Files\Microsoft Office\Office\SBCMSYNC.DLL' is not a valid Office add-in.

I seem to have tried everything. This message also comes up when I go to options>other > advanced Options > and click COM add-ins.
I have un-installed/re-installed office.
I have unchecked all of the add-ins. Still the message ???
