Proxy configuration on an XP machine

Hello I'm trying to configure my Windows XP Homed Edition machine to run through my proxy server that is running on a Windows 98 computer. I've had this configured this way before but for some reason it isn't working this time. I should point out that I just had to restor the computer's registry to an earlier date because of an unrelated problem but I don't think that this should have anything to do with it. The Windows 98 machine is connected to a cable modem and the proxy server that I'm running is Proxy Plus with the default port settings. Anyway after configuring my TCP/IP setting (subnet and ipaddress) and the ports for the proxy in internet explorer I'm still not able to connect to to proxy server. I then tried to ping the computer with the proxy server and was able to do so successfully. I am also able to copy files to and from both computers. The only problem is that for some reason I can't use the proxy. I even restarted the proxy program on the windows 98 computer but it didn't help. Any suggestions are appreciated.
