Video recording

I have a few VHS/PAL video tapes that i would like to transfer to hard disk/CD to act as back up if the tapes degrade over time. At the moment I'm running a 1000 Duron, 512 meg ram, 40gig hard drive, gf2 GTS 32meg ddr and hope that someone could advise me on what additional hardware/software i need.
Preferably i'd like to be able to replay these cd's on a dvd player.
Any help/advise would be welcome.
