My cable internet only downloads at 56-60K. I have Tekram P6L40-A4E motherboard: 440LX chipset, 333Mhz Celeron, 160Mb SDRAM, Windows 98 with current updates, IE 5.5, Norton SystemWorks, Office 2000. ATT tech swapped cable modem, tested line. He gets 900k+ on laptop logged on as me. My landlord has cable upstairs and gets 900k+ also. Swapped NIC, removed all PCI cards and uninstalled drivers, and reinstalled. With NIC as only PCI device, no change. Upgraded mainboard BIOS. I have purchased new hard drive, and will reinstall entire system soon, but any clue as to what is limiting the speed would be appreciated. TIA.

Well since you said the tech got 900k on a laptop then I guess your line is capable of it. Call ATT and go through your configuration settings, making sure that the settings are configured properly according to what ATT wants. Also check the cable from your computer to the wall, making sure both ends are firmly connected.
I'm sure some of the others will have a few more suggestions.

Found my answer while digging through PC Guide. A link for modem troubleshooting also leads to cable/DSL troubleshooting. http://cable-dsl.home.att.net/index.htm. Increasing TCP Receive Window for Microsoft Windows. A registry tweek, and I now have speed to kill.
