A PC breathing problem?

I have a computer that sounds like its on a breathing machine itself. I
have not had time yet to address the problem but feel like its the power supply fan. The owner said it had made the noise ever since it came back from the shop. It sounds like its breathing and wheezing.Any
one seen this?

Could be a fan getting ready to go..some power supply fans are easy to change and some are not..ive had to splice into wiring ..actually i could have taken the PSU apart and did it right but if ya splice it back and use good old black tape it works just as fine. If its a processor fan it will be alot easier just replace the fan and replug it in.
