Since installing, trying to find problem and then reinstalling XP, I still cannot reach the PayPal site.
I contacted PayPal via Email and was told the problem was with my PC. So far my ISP, Microsoft and Paypal all seem to think I have a security, encryption, IE, cache, temp folder, settings or connection problem, which seems to say they have no more of an idea than I do. I have tried different browsers, third party connections and knowledge base info and tried all suggested fixes to no avail. I'm ready to try XP's remote assistance if I thought that would help. Anyone have another idea? I have cable connection and have installed all XP updates.

lets go thru this becouse (at least i have lost where your at)

Are you running a firewall? Either XP's or a third party?
(shut off xp firewall/If running third party uninstall.)

Are you running Encription software?
(uninstall)

Is everything set to default in XP?

make sure everything in IE is set to low security.

If there saying a connection problem that is an ISP prob.

I have disabled firewall,I can connect to IP address but not by domain name. I think this means my nameserver isn't configured correctly or is not automatically configuring addresses. I have got a page saying I could not connect because I was not connecting from a secure site. My cable ISP had no answer to my problem but I believe that is because of poor tech training. My cable ISP changed hands recently and has new support and I have had to find support outside. THANKS

Ok, let me get this straight, you can connect to the page by typing in the numerical (IP) address, but not the name?

And you still get an error saying that you can't do anything because you are not making a secure connection?
