this sounds like an IRQ problem. Try installing the soundblaster on a different PCI slot. Depending on what motherboard you have there are certain places where you will have both cards working.

Did you disable it in the BIOS or Device Mgr. or both? Look at the DMA settings in Dev. Mgr. for both sound cards. Also, this may sound stupid but check the speaker cable that it's not still plugged in to the onboard port.

Boot to Safe Mode and remove the onboard sound, and check to see what resources the modem is using. Sound Blasters usually like IRQ 5. While in Safe Mode I would remove all sound devices and start over, when you reboot Windows should find and install it.
To find out what IRQ's are in use in normal, not Safe Mode, open Device Manager, highlight Computer and click Properties, that will give you a complete IRQ list and you'll know what's available. If it's not listed it's open. The buttons at top will let you see I/O and DMA listings as well, so you can check them if necessary.
Also check the BIOS as mentioned above, you might have to disable onboard sound there, and if you can find a motherboard manual it may have a jumper that disables the onboard sound too. If so you'll have to set that jumper before it will work.
