Welcome, danira! http://www.PCGuide.com/ubb/biggrin.gif What happens when you click the Start button, then click Shut Down, and then click the Shut down option? Be very specific, including any error messages.
ScanDisk is behaving properly. It's supposed to run on start-up as a precaution after an "improper" shutdown. Windows can't differentiate between the power failing or the button being pushed.
Just a hint -- when you type all capital letters, it's harder to read, and people think you're shouting. http://www.PCGuide.com/ubb/wink.gif

what operating system are you on ?? Win95, 98, ??
have you disabled Fast shut down ?
Some things to try:
Press Enter when the screen hangs to wake it up.
Disable Fast Shutdown in Windows 98. To do this, click Start, Programs, Accessories, and then System Information. In the Tools menu, choose System Configuration Utility. On the General tab, click Advanced. Choose Disable Fast Shutdown and click OK twice. Restart your computer.
Hold down the Shift key while clicking OK in the shut-down dialog box in Windows 98.
Remove or change the sound event for shutdown (in case that sound file is corrupt). Double-click the Sounds icon in the Control Panel to remove or change sound files.

Troubleshooting Shutdown Problems (http://support.microsoft.com/support/kb/articles/Q238/0/96.ASP) might help. Bud Allen (http://www.webteam.cc/~budallen/95wizard.html) also has a very good article on startup and shutdown problems.
The first thing I would do is manually shut down everything possible that's running before tyring to shut down the computer itself, often just having too many things running can cause problems. [Ctrl] [Alt] Del] ONCE will open the Task Manager and you can shut down everything but Explorer and Systray from there. Highlight each application and click End Task then do the three-finger-salute again until those are the only things running. Both Explorer and Systray must ALWAYS be running.

Start your PC in safe mode and then see if it shuts down properly. If it does then some virtual driver may be causing the problem. You can do a line-by-line confirmation startup and choose N for any vxd file. If it starts and shuts down properly then do the line-by-line enabling 1 vxd at a time. Also, what type of client do you have installed in your network neighborhood?
