Replacing the AT power supply that has a button on/off switch on the front panal with a power supply that is controlled by the motherboard. According to my board manual I need to set a jumper that enables this function well I made this corection and when I turn the sys on both the ps and CPU fan run at a very low speed and the front panel lights just flicker as though there is not enough power. Both power supply's are 200 watts. Also I unpluged all drives and still no boot.

If I understand you correctly, you have replaced a AT style power supply with an ATX style power supply and changed out the front on/off switch to a ATX motherboard controlled on/off function with a new switch on the front panel that has a wire connected to the motherboard and the new power supply "plugs" into the ATX connector (I assume you have a "dual" motherboard setup-both AT & ATX connectors?)? If that is a correct assumption and both FANS turn slowly.......then the ATX style Power Supply is NOT WORKING CORRECTLY and needs replacement (was it a used PS?).

Depending on how many devices, etc, in your system, a 200-watt PS may just be too small. That's enough to run 1 HD, 1 CD (not RW), a mid-range CPU w/ 64 Meg RAM, a "low-end" video card, and not much else. If it has been used for a while, it's probably not capable of putting out 200 watts anymore, especially if it's not a big-name brand. There aren't any moving parts except the fan, but thermal stresses while running, and just turning your system on and off eventually degrade the performance of all PS's.

Thanks for the response, Replaceing AT with AT old ps had a on/off switch new ps don't. Both ps are 200 watts.

Is the input voltage switch on the ATX supply set correctly? What kind of power switch are you using? ACPI specification requires a momentary switch for power state control.
