I AM BUILDING A NEW PC FROM: GIGA-BYTE GA-71XE4, ATHLON 1000,256 DIMMS.(ALL BOUGHT SECONDHAND BUT SEEN WORKING TOGETHER)WHEN I POWER UP, THE CPU & PSU FANS RUN, THEN THE POWER CUTS AFTER 3 SECONDS (NO BLEEPS)I HAVE TRIED A NEW 350W PSU, NO JOY. DO THE GREEN MODE SWITCH AND SYSTEM FANS HAVE TO BE CONNECTED ON THE MOTHERBOARD FOR IT TO RUN?
By system fans do you mean the fans in the case or the cooling fan on the CPU? Case fans shouldn't matter, they are always optional add-ons (some systems really need the "optional" cooling)
Have you checked to see if the memory is properly seated?
For the green mode switch, maybe try it connected and see if it will POST.
Have you tried powering up with the motherboard resting on a non-conductive surface, not connected to the case?

There are only 2 reasons the system shuts off that quickly:
1. The Athalon CPU Fan is not firmly connected to the cpu and it is heating up.....It REALLY gets hot in about 3-4 seconds. Or the cpu fan is not running at required RPM's to cool cpu (should be at least 6000+ rpm's).
2. You have a short on the motherboard from video card or other PCI device which is not fully seated...or a short from the mobo to the mounting plate.
It wouldnt even power up at all if the RAM was not seated....so that can't be it in all likelyhood; however, if this is a Athalon which requires DDR ram and you are using anything else, it wouldnt power up. Are you sure the ram you are using was working with this exact cpu chip?? Is this a 200 or 266 mhz FSB version of Athalon??

Yes I was refering to the case fan, I wasn't sure if it had a fan failure power cut out, I have tried running the board removed from the case, last night I removed & reinserted the memory (no change)

Have you tried powering it up with the soft power switch as MJC has suggested? My first ATX system did the same thing when the power cord was initially plugged in. ATX supplies need to get a signal from the motherboard before they turn on. Here is some power supply (http://www.compute-aid.com/atxspec.html) information about that.

After checking the memory last night I also decided to remove the CPU cooler & lifted arm that holds the CPU in (incase it had a bad contact)I will replace the heatsink compound before I re-test. I have tried running with no PCI boards attached , the RAM is the original as seen working, the CPU is 200mhz.

When first powering up (attaching the PSU to domestic mains), that's when the fans activate, I have tested the switch & its OK I have another soft switch and this has two 2 pole connectors, but I couldn't think where the second connection was going to go. The soft switch seems to have no effect, the attachment you sent (thanks) mentions the 2 pin WOL circuit I have this with nothing attached.

If indeed you have the Athalon 1 gig cpu that utilizes the 200 MHZ FSB then I am reasonably sure it will only run on a motherboard supporting DDR PC-1600 RAM. What are the settings you are using to try to power up with?? ie....FSB speed 100, 133,200,266 and what multiplier??

When I removed the heat sink to check conductivity, it was marked 1.0ghz I am assuming that the setup is correct as I have made no changes to the dip switches, the PC RAM is 133 I will have to check the settings when I get home tonight. (Thanks for all your help).

Is your power supply "approved" by AMD for use with Athlons? I think they have a list on their website.

I am not sure if the PSU is approved, I have checked out the website but I wasn't sure if they were catering for the American market / makers. For speed I decided to get a "generic" 350w PSU this seems to still have some spare amperage (according to the spec's). Thanks for replying.
