How can I create the "WEB-INF" folder all in uppercase?

I want to create a folder called WEB-INF.
I want the folder to be all in capitals.
I have created the folder in explorer.
Right click on browser/new/folder
I give it a name WEB-INF but it shows only as
"Web-inf"
I have also done this in command prompt but still when I view the folder in explorer it shows up as "Web-inf"

Why?????

Using Win9x give this a shot.

Right click somewhere on the desktop.
Get an Active Desktop box and choose
Customize my Desktop. Choose Folder
options/yes on the next and then select
the View tab.

Here you can check: Allow ALL uppercase
folder names.
