What exactly is this feature of Compaq for? Can I safely uninstall it from my PC?

It does things like handle online registration of your machine, software, etc. I'm not sure if Compaq has something there that might be needed later, but it could probably go...especially if there are any files from it listed in Add/Remove. Use any uninstallers you find and leave any data files/folders the uninstallers leave behind.
