I'm building a pc, it has the following components:

ABIT KT7A-RAID mobo
800 Duron
VolcanoII heatsink/fan
WinFast GeForce MX AGP card
Floppy drive
20 gb Maxtor hd

When I was done installing eveything I couldn't wait to plug it up, but that's when everything went wrong. The PC when flipped on would only get a surge of energy and then shut off (all five fans were spinning). I unplugged and replugged everything three times and the got same results. I checked the power connecters, Power led , etc and nothing. The only weird thing is when the surge of energy went through the computer the power supply fan sounded like it was rubbing against something. I jiggled the cords around samething. I tried it in dfferent outlets with different cords and get the same results. Could it be a bad power supply?

What size (wattage) power supply? Fan should spin quite freely when PS is turned off. Remove and re-seat RAM, video card, CPU. If CPU cooling fan does not run when you power-up the system, you can cook the processor in a hurry. Good Luck!

Could i use my 200w p/s from my other computer to test it, I was comparing the mobo connectors and on one of the connectors the silver pin is gone, but on the new 300w p/s all pins are there. I haven't tried the removal of all the cards yet will try though.

200 watts is probably not enough, unless it's brand new, and maybe not even then. I wouldn't advise it. Hard to say about the PS connector without seeing it, but that may be a problem.

A momentary power-up is normal with my Antec supply when the line power is initially applied, so I don't run it through the power switchbox. Does anything happen when you press the "soft" power button on the front panel after plugging in the computer?

When i plug the computer into the outlet the fans turn a bit. When I press the power button they spin around for a few seconds then they just stop, the whole computer.
