Do you have it jumpered correctly? Do you have it positioned correctly on the IDE cable?
What other devices do you have connected to your IDEs?
Are you set to AUTO detect in the BIOS?

To which connector on the IDE do you have it plugged into...the middle, or the end?

Hello dracula
If you only have one HDD it should be jumpered as the master at the end connector of the cable connected to the primary IDE socket.
If you only have one CD-Drive it should also be jumpered as the master but at the end connection of the cable connected to the secondary IDE socket.
Therefore
HDD = Primary Master
CD-ROM = Secondary Master
Go into "BIOS Setup>Standard CMOS Setup" and set "Hard Disk" "Type" as follows:
Primary Master : auto
Primary Slave : auto
Secondary Master : auto
Secondary Slave : auto
When set to "auto" the drives are "Dynamically Auto-Detected" at each/every boot and the drive parameters correctly set in the BIOS and the results of detection are displayed on-screen just after the memory test during boot. This means you can change jumper settings etc and the changes will be detected and catered for. So your drive settings should be always correct.
Also check
"Integrated Peripherals Setup Menu"
Internal PCI/IDE : Both
IDE Primary Master : auto
IDE Primary Slave : auto
IDE Secondary Master : auto
IDE Secondary Slave : auto
This means that the "IDE controllers" [actually these are not the main controllers. They are "integrated" into the device/drive itself] are set to control all these devices if found.
