It takes 2 attempts to boot up each time I switch on my computer, (WIN ME) the first time I switch on it locks up immediately (no beep), if I switch off then on again (it beeps) then boots UP!...consistent behaviour!
I have the same problem with Win 98, except mine locks up after a few minutes of operation after the 1st cold start.
I just enable standby when not using it to avoid the problem, and restart every so often to restore the system resources.
Check your Bios settings for Turbo everything
It may be a drive is not spinning up as quick as the system would like,
Or another device not up to speed. ( Fan maybe)
By the time you reboot the device may be spun up

Have you searched the microsoft database for a booting patch? I've used their patch for rebooting win98 problems and it works fine. Perhaps they have a patch for your specific problem.

Thanks for your help, at the end of the day it was solved by removing a firewire card which wasn't configured properly!
