Hello, I recently bought this video card and was wondering if there is a tweaking program out for it yet? Or is there a site i can go to, to get help to tweak it.

Try Powerstrip (http://www.entechtaiwan.com/ps.htm)! You can order a registered version for $30 USD, but a shareware version is available for download. 627KB and it supports the Radeon 9700! Cool...
