i reinstalled the kernel32.dll then rebooted. Now when it powers up it gives the safe-mode screen with the options to start up in safe-mode, normal-mode, logged text, or step by step confirmation. It doesn't matter which one I choose, it starts to initiate then shuts down.
PLEASE HELP!! ABOUT TO SMASH THE PUTER!!
By the way,, this is a Patriot computer bought in 1999.

What happened to necessitate reinstalling the Kernel32.dll?

Virus perchance? I'd reformat the system, and FDISK it to make sure it rewrites new MBR (master boot record) and DBR (dos boot record) tables. Or just FDISK it...SAVE any essentials files to a disk you don't need (you will have to scan it with a reliable virus scanner to make sure its not infected), even if you burn a CD. If you FDISK it, it will force you to format.

If it wasn't a virus (and you would know if it wasn't), I would just reload windows. Put the disk in, boot it, and then reinstall it.

Let's not get into a reinstall until we know what happened and maybe we can fix it without having to start over. Reinstalling is always a last resort.

First thing we need to know is what caused you to have to reinstall kernel32. Then we need to know if any other software or hardware was installed recently that may be related to this.

Without having much info to go on I would think running scanreg to fix the registry might help. When you get the boot menu you described choose Command Prompt Only and at the C:\> prompt type:
scanreg_/fix
using a space in place of the underscore ( _ ) used here. After the registry is repaired, reboot either using [Ctrl] [Alt] [Del] or the reset button and see if it helps, then let us know or give us some more specific information concerning the problem and what caused the installation of kernel32.
