Could be a heat issue...once the system gets hot it doesnt want to start again. Does this happen immediately or after a while and then it wont restart?

Heat and power supply are the first things to check from what I can see. Maybe a bit more info would help, and a better description of your problem.
From what I understand, you turn your computer on, it starts, shuts down immediately and restarts. Is that correct? If so, heat is my first guess. Your CPU can overheat in under 10 seconds, and if the CPU fan is not working I'd bet it can heat up enough to shut the system down in 2-3 seconds.
A weak power supply can do the same thing.

Sounds like a BIOS setup option to me, especially if your case does not have a separate reset button.
For example, on my BIOS Power Management page, I can set PWR-BTN to:
Instant OFF - functions as a 'normal' on/off switch
Soft OFF - functions as a reset button if pressed for less than 4 seconds,
...........otherwise as a suspend/sleep button if pressed longer
Always ON - System will restart automatically after a power failure.
............Useful for unattended operation, when system must restart.
............Additional software/OS setting(s) may be required.
............(Like disabling auto-run of ScanDisk after 'improper' shutdown)
Yours may be set to something like 'Always On'. Check it to see.

Although more information would help a great deal, Pete hit it square on ...by the information you have provided. What you have described is a CLASSIC overheating problem with the Athalon/Duron processor. If your problem is DIFFERENT than what you said in 1st post...give us more detail of what is happening...hopefully in full sentences.
The information in TJ's post will fix your having to pull the power plug to turn it off.
