OE will be set for sharing the settings for The Internet Zone or Restricted Sites Zone under Tools<>Options<>Security.

It therefore shares the same settings that are used by IE in whichever zone you have chosen. You would thus need to select a zone in which you have enabled ActiveX for IE.

I would be very wary of enabling this feature by default (prompt at least gives you a chance to prevent a malicious ActiveX from running).

.eml files can also be opened with IE should one wish to do this.
