So another words you have set up a temporary folder called W98Flat to store set up files?? and now your getting .dll errors ? If you don't have the CD I'm not really sure how to fix this. do you know which .dll errors?
With Win9X many such errors can be traced to corrupted files.Best to reinstall and get it over with. But with out CD??? Do you have something like cough.cough Norton system check?

http://support.microsoft.com/default.aspx?scid=KB;EN-US;Q232018&LN=EN-US refers to creating a w98Flat File (in particular when upgrading from W95 to W98). From what you have said it sounds like the W98 setup files were copied to this folder and that it includes the W98 setup files and associated cab files. Do you know if this is the case?
You might (MIGHT) be able to do a clean install from the files in this folder if you could copy them to a CD, BUT IT IS NOT GUARANTEED, and you will be prompted for the CD key of the W98 (or previous W95) installation disk; without this you would be stuck. Another possibility would be an "reinstall over"; so do you have any CD key numbers before you consider any reinstall options.
Would suggest you take a note of the specifics of the .dll errors and post these back here before proceeding as there maybe specific fixes depending on the errors.
How are you trying to get the backup program installed; have you looked at Add/Remove Programs "Windows Setup" to see if it is checked there under "Disk Tools"?

Your right that is what was done on installation of windows, it is a total windows setup with all the cabs on my hard drive .Yes im trying to install them from the windows setup in add /remove programs. the error i get for the backup is SH31w32.DLL missing, now here is the weird part if i go to system file checker and extract this file it works fine and restores the file but upon running setup i get the same response about the file missing or the cd is dirty and to clean it and try again .it will never make it past 92% copied . any other programs i add copy fine. i have run a full virus scan on the system and file checker on all files and folders with no problems .its not overclocked or anything that is listed on microsofts website.. how about upgrading to xp?
what is anyones opinion that has it? is it worth it or should i just get another 98 cd and do a fresh install?? will...

If you have ever been infected with SirCam virus the following might be of interest.
