Access Database Locked

I have these 2 databases that were programed by someone. THey both use the same security file to determine access permissions, I think they were hard programmed into the system (not sure yet), does anybody know of a free way I can either crack the file or gain access, as knowone can add a new user etc...
From the password removers I have seen they all cost $$$
