Is there an electronic way to instantly and easily pay an Ebay seller that is from Canada. Technicaly, Paypal can do that but most Ebayers from Canada will not accept Paypal because of extra expenses.

There are a number of different services like PayPal, but it would depend on what the seller accepts. If they take credit cards and you have one, you might check with your credit card company to see if they have a service of some sort. I have an MBNA card that allows you to generate a credit card number for one time use. It will ask you to specify an amount and expiration date, so if I am buying something for $100, I will specify $125 and to expire in 3 months. This way you can avoid any possibility of someone stealing your number and charging to your maximum, the most they would get is whatever is left after shipping and other charges. Options abound, but they depend on what you have access to.
