RAM check is ok

Does this system have a keylock on the case?
Is it unlocked?

Looks like a PC Chips (Amptron) motherboard if this helps you any. Here just talks about the same problem and someone saying it was with their PC Chips board (NOT to imply this is the only board with this problem http://www.computing.net/windows95/wwwboard/forum/19246.html and here is a link to Charles' very own Troubleshooting guide discussing this situation. http://pcguide.com/ts/x/sys/booterr-i.htm most of the other Google hits I saw basically fall along the same answers.
