Internet Problem??

Hiz~~!
I had encountered several problems regarding the net
Mostly ,when i clicked on internet explorer, my computer
will start to dial but will restart when start dialing !!
sometimes ,this problems occur , sometimes it doesn't.
What should i do???????

Note:i need to use internet explorer urgently so restarting again
will waste my time.

Let me make sure I have this right. When you open internet explorer and your modem begims to dial, your computer restarts!?
