From CD to floppy

I just bought a computer for a very cheap price and it has only a floppy disk drive, i.e. no CD drives attached - when I powered on the computer it loaded only up until DOS, therefore I need to load an operating system. I have another computer and it is a Pentium IV and I have Windows ME installed in it. Now what I need is that I transfer Windows, either ME or Windows 95 or Windows 98 to floppies, so that I can load the operating system on this cheap computer. Can someone help me and tell me if: there is a way to copy an operating system like Windows 95 from CD to floppies? and then I would also need to do the same with the Office CD.
