I get a prompt when I reboot.I typed exit and got another prompt.I held down CTRL and got a windows mode menu that I could not access.Instead I get a message"Windows is bypassing your startup file".

More Info required, does this happen every time, what was the menu, does it eventually strat ok or lock out.
Holding certain keys while booting up your machine is you telling the machine to bypass your startup files, normally used in fault finding.

This happens all the time.I do not get into windows but get a very fast windows screen followed by prompt.I tried to time this screen and got a screen that did not lock out my keyboard but it did not execute.

Computer vendor and model ??? How old ???
Did this system ever work correctly ???
Any hardware or software installed recently???

Yes it worked almost perfectly until I tried to have it work better.Its a 2 year old(?), CTX 266mhx laptop.I did so many things(most I cant recall) that a dont have a clue about what to do.

Boot to your Startup Floppy disk and from the A: prompt type SYS C: this wil copy all your system files required for booting ontp your C: drive.
