PCI IDE/ATA Controller Card

I currentely have one hard drive and three CD drives on my computer I want to add a second hard drive, to do so I know that I need to buy a PCI IDE/ATA controller card. I was wondering if any one could recommend a good card preferably under $100 dollars.
