I have Win ME currently, is the upgrade version of Win XP what I need or is the full version any better? What's the difference in Win XP Pro?
The upgrade and the full version are the exact same thing. Software wise
The upgrade requires you to Prove you own and version of windows ( Win 9x or above) before it will allow you to install it.
The retail version doesn't require this proof check..
XP Pro is for office use ( security ) and or hardware requirement.
( Dual CPU's )
I have both and prefer the XP Pro because of the extra control it allows me to use..
The Upgrade costs LESS :)

Costco online has the Home upgrade version for $95 - Good Deal???

You can buy an OEM FULL version of XP Home for about $90 something at Newegg or other good vendors. The difference with OEM is you have no support from MS instead of pitiful support from MS. Obviously, I am in favor of OEM.
If you do get an upgrade version, you may want to use the WinME to simply verify you have it and then do a clean install over the WinME install. Actually doing an upgrade from WinME to XP can be an invitation to later headaches.
