Rephrase Question: Can Win 98.2 use 768 mb of RAM effeciently?
I've heard it said that it is a waste to have more than 512 mb
on a system running Win98.2...why?

Short answer - no it can't use if efficiently.
512MB is the limit for 98 - it can handle more, but it's a bit like giving a child a massive handful of sweets - it doesn't know what to do with the extra, and keeps dropping them on the floor.
The only way to use 98 efficiently with 'more than 512MB of RAM' is if you can use DDR memory. You still put in a total of 512MB of RAM, but as the speed is faster, you can think of it as having twice as much RAM.
The computer of course will work happilly away because it has the 512MB, but you'll see the difference in speed and efficiency.

Apparently there is a software workaround that will allow you to use more than 512, but it won't actually do much to help so much as it will avoid the problems that can come from the extra RAM, so you are better off without it...
