Locking IE's proxy server settings

Anyone know how to lock IE's proxy server settings, so that an ordinary user can't change it? I believe the IEAK provides this capability, but I'm wondering if there is a simpler means....

Got it.

Temporarily make the user an administrator. Then use regedt32 and go to the key for Internet settings in HKEY_CURRENT_USER. Select security and you can add a rule that denies the user rights to change that key. Logout, login as Administrator, remove administrator rights for the user.
