I have a dell 8250 PC, operating on Windows XP with 40GB HD, 128K RDRAM with a 64MB DDR NVIDIA GeForce MX420 w/TV out. Whenever I play games suc as Medal of Honor or Ghost Recon, my monitor freezes up as if i'm playing under a strobe light. Is my problem due to inadequate RAM or am I able to do something with/about my computer or video card to rectify this problem?

Your pc seems to satisfy the minimum hardware requirements, so RAM, video card aint the problem.
A few questions first, do you have the latest directX drivers (http://www.microsoft.com/windows/directx/downloads/drx90.asp) installed ? (directX 9)
To check wat version of directX is installed, goto start > Run ...type dxdiag. Chk out the various tabs, run the different tests, enable if anything is disabled in the DISPLAY tab.
Do other games run fine your pc ?
Also what version of your video card drivers?
Are you using the manufacturer supplied one or the Detonator series from nVidia?
