When scrolling down any page everything moves like waves and the cursor is even flashing, sort of. Even moving a window there is major waving! Does anyone know how to fix this? Nothing new added to the system and no viruses. Using Windows98 and I.E.5.5. Thanks

Is this only in IE or everywhere? Have you played any games recently that might have changed your monitor/graphics settings? Have you checked your graphics settings? Do you have anything next to your monitor that might be giving off a strong electical field? Have you degaussed your monitor?
I know, lots of questions and no answers, but maybe answers in the questions.

Did not change any settings, tried the degauss and convinced it's not the monitor. It happens in any window not just IE
Ok, what do you have running in the background?
Right click on the Desktop, select properties and then go to Effects, uncheck anything you find there, especially Animate Windows.
Also, connect the monitor to a different system to eliminate it as the cause.
If it works ok there, then make sure your video card is fully seated.
If it is, then try a different card.
