When powering on the PC, the power LED illuminates, PSU fans, case fans and
HSF all energize for about two seconds, and then powers off.
Pressing the front panel power switch again, will reproduce the same
sequence.
The PC never beeps and does not operate long enough to display the boot
BIOS.

The unit is barebones configured: KT7A-RAID, AMD Athlon 1.1Ghz 266Mhz w/HSF,
3x128MB PC100 SDRAM,
430W PSU, AGP Video Card, Monitor and keyboard.

The Motherbaord and the CPU are newly puchased components.
All other components are known working, in fact they're operating now as I
write this post.
It appears that the PSU is getting some kind of power off signal from the
Mobo/CPU.
There are no jumpers to set and I've tried clearing the CMOS.
At this point I assume there is a problem with either my new Motherboard or
the Processor.
Or am I missing something?

The first place to start looking is the mother mounting.
Look for any place the M/B is shorting out.
Especially the metal standoffs .

Check the standoffs and all grounded contacts .
